Peru: Get to know how Armed Forces will intervene during state of emergency

The Executive Branch, via Supreme Decree 012-2022-PCM, established a state of emergency in Metropolitan Lima and Callao region in order to combat the scourge of crime.

During 45 days the National Police of Peru maintains control of internal order supported by the Armed Forces.

In this period, the Armed Forces are empowered to use force throughout the state of emergency, in accordance with Legislative Decree No. 1095 and its regulations.

Likewise, all military patrols will rely on the presence of police personnel. In case of their absence, military personnel will proceed to arrest offenders and place them at the disposal of the police.

Besides, patrols of the Armed Forces will act in accordance with procedures established in the Political Constitution, laws, and internal regulations.

Similarly, military personnel are instructed to act decisively, respecting the law, rules, and internal regulations at all times.


During this period, the exercise of constitutional rights relating to personal freedom and security, the inviolability of homes, and freedom of assembly, as well as transit across the national territory, are restricted.
